Notice of Annual Meeting and Election New Hyde Park – Garden City Park Union Free School District Towns of Hempstead and North Hempstead County of Nassau State of New York NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the New Hyde Park-Garden City Park Union Free School District, Towns of Hempstead and North Hempstead, Nassau County, New York, will be held at Manor Oaks-William R. Bowie School, 1950 Hillside Avenue, New Hyde Park, New York on Monday, May 8, 2023 at 8:00 p.m. for the presentation of the budget, although the budget will not be voted upon at that time. AND NOTICE IS ALSO GIVEN that the Annual Meeting and Election will be held at Michael J. Tully Park, 1801 Evergreen Avenue, New Hyde Park on Tuesday May 16, 2023 between the hours of 6:00 a.m. and 9:00 p.m., at which time all persons who are qualified to vote and who have registered, as provided for in this notice, may vote on the budget expenditures set forth herein and for the election of members of the Board of Education of the New Hyde Park-Garden City Park Union Free School District and the Hillside Public Library Board of Trustees. AND NOTICE IS ALSO GIVEN that a copy of the statement of the amount of money which will be required for the ensuing year for school and library purposes, exclusive of public monies, may be obtained on the District’ s website and by any resident in the District during the fourteen (14) days immediately preceding the Annual Meeting and Election, except Saturdays, Sundays and holidays, at each of the following school houses and library, during regular school and library hours respectively: Manor Oaks-William R. Bowie School New Hyde Park Road School1950 Hillside Avenue 300 New Hyde Park Road Hillside Grade School Garden City Park School150 West Maple Drive 51 Central Avenue Hillside Public Library155 Lakeville Road NOTICE IS HEREBY FURTHER GIVEN that Section 495 of the Real Property Tax Law requires the District to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how the total assessed value of the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted by statutory authority, and show the cumulative impact of each type of exemption, the cumulative amount expected to be received as payments in lieu of taxes (PILOT) and the cumulative impact of all exemptions granted. In addition, the exemption report will be posted on any bulletin board maintained by the District for public notices and on the District’ s website. AND NOTICE IS ALSO GIVEN that the petitions nominating candidates for the offices of member of the Board of Education and member of the Hillside Public Library of Trustees must be filed with the Clerk of the District in the Superintendent’ s Office at the Manor Oaks – William R. Bowie School, between the hours of 9:00 a.m. and 4:00 p.m. on school days, between the hours of 8:00 a.m. and 5:00 p.m. on Monday, April 17, 2023. The office will be closed from Thursday, April 6, 2023 through Friday, April 14, 2003. The following vacancies are to be filled on the Board of Education: For a term of three (3) years, commencing July 1, 2023 and ending June 30, 2026Danielle Messina (last incumbent) For a term of three (3) years, commencing July 1, 2023 and ending June 30, 2026James Reddan (last incumbent) The following vacancy is to be filled on the Hillside Public Library Board of Trustees: For a term of five (5) years commencing July 1, 2023 and ending June 30, 2028Sloan Vahldieck (last incumbent) Each vacancy is a separate specific office and a separate petition is required to nominate a candidate to each separate office. Each petition must be directed to the Clerk of the District, must be signed by at least 25 qualified voters of the District, must state the name and residence of each signer, the name and residence of the candidate and describe the specific vacancy for which the candidate is nominated, including at least the length of the term of office and the name of the last incumbent. For the convenience of the inhabitants of the District, the Board of Education and the Hillside Public Library are providing nominating petition forms for candidates, which are available in the Superintendent’ s Office at the Manor Oaks-William R. Bowie School, 1950 Hillside Avenue, New Hyde Park, on school days between 9:00 a.m. and 4:00 p.m. The nominating forms are also available on the District website. These forms are for convenience only and need not be used, and any forms which comply with the Education Law will be acceptable. NOTICE IS FURTHER GIVEN, that the following propositions will be presented and voted upon at the Annual Meeting and Election to be held as provided above on Tuesday, May 16, 2023. PROPOSITION NO. 1NEW HYDE PARK – GARDEN CITY PARK UNION FREE SCHOOL DISTRICT BUDGETìRESOLVED, that the annual budget as proposed by the Board of Education of the New Hyde Park-Garden City Park Union Free School District, in the sum set forth in the budget estimate heretofore filed pursuant to law, for the maintenance and upkeep of the schools and personnel of the District for the year July 1, 2023 to June 30, 2024 be accepted, and that the necessary tax be levied therefor. Adoption of the budget requires a tax levy increase which does not exceed the statutory tax increase limit for this school fiscal year and therefore does not exceed the state tax cap.î PROPOSITION NO. 2NEW HYDE PARK – GARDEN CITY PARK UNION FREE SCHOOL DISTRICTìCAPITAL RESERVE FUND EXPENDITURE PROPOSITIONîìRESOLVED, that the Board of Education of the New Hyde Park-Garden City Park Union Free School District be authorized to appropriate and expend the maximum amount of ten million two hundred eighty two thousand and six hundred and seventy dollars $10,282,670 as follows: (i) eight million seven hundred one thousand six hundred forty dollars and 64/100 ($8,701,640.64) plus interest from the capital reserve fund established by voters on October 12, 2010; and (ii) one million five hundred eighty one thousand twenty nine dollars and 36/100 ($1,581,029.36) plus interest from the capital reserve fund established by the voters on May 18, 2021 for the purpose of completing the following capital improvement projects: (Window A/C installation at Garden City Park, Hillside Grade School and New Hyde Park Road School; Ductless Split A/C Units at Garden City Park, Hillside Grade School and New Hyde Park Road School; Districtwide improved ventilation; Districtwide projects for cooling of large gathering spaces; and Districtwide installation of new Electrical Sub Panels, all of the above to include all labor, materials, equipment, apparatus, and incidental costs associated therewith).î PROPOSITION NO. 3HILLSIDE PUBLIC LIBRARY BUDGET”RESOLVED, that the annual budget as proposed by the Board of Trustees of the Hillside Public Library in the sum set forth in the budget estimate heretofore filed pursuant to law, for the maintenance and upkeep of the library and personnel of said library for the year July 1, 2023 to June 30, 2024 be accepted, and that the necessary tax be levied therefor.” PROPOSITION NO. 4SEWANHAKA CENTRAL HIGH SCHOOL DISTRICT BUDGETìRESOLVED, that the proposed budget of expenditures of Sewanhaka Central High SchoolDistrict of Elmont, Floral Park, Franklin Square and New Hyde Park in the County of Nassau, New York for the year 2023-2024 for the purpose shown in the statement of estimated expenditures adopted by the Board of Education, be and the same hereby is approved and the amount thereof shall be raised by a levy of a tax upon the taxable property within said Sewanhaka Central High School District, after first deducting the monies available from state aid and other sources as provided by law.î PROPOSITION NO. 5 SEWANHAKA CENTRAL HIGH SCHOOL DISTRICT ‘CAPITAL RESERVE FUND EXPENDITURE PROPOSITION’ RESOLVED, that the Board of Education of the Sewanhaka Central High School District of Elmont, Floral Park, Franklin Square and New Hyde Park (‘District’), be hereby authorized to appropriate and expend from the District’ s ì2021 Capital Reserve Fundî, heretofore established by the voters of the District on May 18, 2021, an amount not to exceed ($4,250,000) to undertake and perform the following school building improvement projects, in whole or in part, and as more fully described on the District’ s website, at no additional cost to the District taxpayers: upgrade cafeterias and kitchens at Elmont, Floral Park, Carey, and New Hyde Park; Site facility expansion for the Career & Technical Education program at Sewanhaka; and general interior renovations; all of the foregoing to include site improvements, furnishings, equipment, apparatus, machinery, demolition and other incidental work or improvements required in connection therewith, as well as preliminary costs and costs incidental thereto provided that the Board of Education shall determine the allocation of cost of each project within said maximum allocation amount. PLEASE TAKE FURTHER NOTICE that no person will be allowed to vote on May 16, 2023 unless they have registered for school district voting purposes or for general voting purposes. Personal registration is required. PLEASE TAKE FURTHER NOTICE that the Board of Registry will meet at the Manor Oaks-William R. Bowie School on Wednesday, May 3, 2023 from 3:00 p.m. to 7:00 p.m. to prepare the Register, and any person will be entitled to have his or her name placed upon such Register, provided that at such meeting of the Board of Registry, he or she is known or is proven to the satisfaction of such Board of Registry, to be then or thereafter entitled to vote at the school election for which the Register is prepared. The Register so prepared will be filed with the Clerk of the District and such Register will be open for inspection by any qualified voter of the District between the hours of 9:00 a.m. and 4:00 p.m. on Monday through Friday in the Superintendent’ s Office at the Manor Oaks-William R. Bowie School, on each of the five (5) days prior to and on the day of election, except Saturday and Sunday. PLEASE TAKE FURTHER NOTICE that military voters who are not currently registered may apply to register as a qualified voter of the District by submitting a Military Voter Registration Application to the District Clerk, no later than 5:00 p.m. on April 20, 2023. A copy of the Military Voter Registration Application is available both in the office of the District Clerk and online located at the District’ s website at www.nhp-gcp.org. Military voters who are qualified voters of the District may submit an application for a military ballot. A military voter is entitled to designate a preference to receive a military voter registration, military ballot application or military ballot by mail, facsimile or electronic mail. Such designation will remain in effect until revoked or changed by the voter. If no preference is designated, the District will transmit the military voter registration by mail. Military ballots will not be canvassed unless they are received by the District Clerk on or before 5:00 p.m. on May 16, 2023. PLEASE TAKE FURTHER NOTICE that applications for absentee ballots may be obtained in the Superintendent’ s Office at the Manor Oaks-William R. Bowie School, 1950 Hillside Avenue, on school days, between the hours of 9:00 a.m. and 4:00 p.m. The applications are also available on the District website. Such application must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter. No absentee ballot will be canvassed unless it is received by no later than 5:00 p.m. on the day of the election. No absentee ballot application will be accepted more than thirty (30) days prior to the election. A list of all persons who are issued absentee ballots will be on file with the District Clerk and open for inspection by any qualified voter of the District between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday in the Superintendent’ s Office at the Manor Oaks-William R. Bowie School, on each of the five (5) days prior to the day of election, except Saturday and Sunday.
