Said exemption report, which will also become part of the final budget, will show how much of the total assessed value on the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted, identified by statutory authority, and show (a) the cumulative impact of each type of exemption expressed either as a dollar amount of assessed value or as a percentage of the total assessed value on the roll; (b) the cumulative amount expected to be received from recipients of each type of exemption as payments in lieu of taxes or other payments for municipal services; and (c) the cumulative impact of all exemptions granted. The exemption report shall be posted on any bulletin board maintained by the District for public notices and on any website maintained by the District. AND FURTHER NOTICE IS HEREBY GIVEN, that said Annual Budget Vote and Election by the qualified voters of the East Williston Union Free School District, Town of North Hempstead, County of Nassau, will be held on Tuesday, May 21, 2024 between the hours of 7 00 a.m. and 9 00 p.m., prevailing time, in the gymnasium of The Wheatley School located at 11 Bacon Road, Old Westbury, New York in said school district at which time the polls will be open to vote by voting machine on the following items 1) To elect two (2) members of the Board of Education for a three (3) year term commencing July 1, 2024 and expiring on June 30, 2027, as follows a. One (1) member of the Board of Education for a three (3) year term presently held by Robert V. Fallarino, Esq. whose term expires on June 30, 2024; and b. One (1) member of the Board of Education for a three (3) year term presently held by Leonard Hirsch, whose term expires on June 30, 2024. 2) To adopt the annual budget of the School District for the fiscal year 2024-2025, and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the School District. 3) To authorize the Board of Education of the East Williston Union Free School District to undertake the following capital improvement projects North Side School roof replacement, The Wheatley School auditorium renovations, and such work related and incidental thereto (“Projects”); and to expend from the 2019 Capital Project Reserve Fund, which was established on June 30, 2019 (“2019 Capital Project Reserve Fund”) pursuant to Section 3651 of the Education Law, for such Projects including preliminary costs and costs incidental thereto, an amount not to exceed the estimated total cost of one million three hundred ninety thousand eight hundred seventy-six dollars and fifty-six cents ($1,390,876.56) plus aggregated interest, provided that the Board of Education shall determine the allocation of the costs of each project within said maximum amount. 4)To authorize the Board of Education of the East Williston Union Free School District to transfer the unexpended balance of the 2015 Capital Project Reserve Fund, which was established on June 30, 2015 (“2015 Capital Project Reserve Fund”) pursuant to Section 3651 of the Education Law, in the amount of six hundred fifty thousand dollars ($650,000.00) plus aggregated interest to the 2023 Capital Project Reserve Fund, which was established on June 30, 2023 (“2023 Capital Project Reserve Fund”) pursuant to Section 3651 of the Education Law. 5) To vote upon such other propositions as may be lawfully presented to the voters. AND FURTHER NOTICE IS HEREBY GIVEN, that a detailed statement in writing of the amount of money which will be required for the fiscal year 2024-2025 for school district purposes, exclusive of public monies specifying the purpose and the amount for each, will be prepared and copies thereof will be made available to any district resident, upon request at the Business Office, 11 Bacon Road, Old Westbury, New York between the hours of 9 00 a.m. and 4 00 p.m., prevailing time, on business days beginning May 6, 2024, excluding Saturdays, Sundays and holidays, and at each of the following schoolhouses The Wheatley School, Willets Road School, and North Side School. AND FURTHER NOTICE IS HEREBY GIVEN, that the voting shall be on voting machines as provided by the Education Law and the polls will remain open on May 21, 2024 from 7 00 a.m. until 9 00 p.m., prevailing time, and as much longer as may be necessary to enable the voters then present to cast their ballots. The District Clerk is hereby authorized and directed to have the necessary ballots printed for said voting machines in the form corresponding as nearly as may be with the requirements of the Education Law and applicable law. AND FURTHER NOTICE IS HEREBY GIVEN, that the election shall be held in accordance with the Rules for the Conduct of Meetings and Elections adopted by the Board of Education and applicable law. AND FURTHER NOTICE IS HEREBY GIVEN, that the nominations for the office of member of the Board of Education of the East Williston Union Free School District shall be made by petitions which will be required to be signed by at least thirty-four (34) qualified voters of the District (representing the greater of 25 qualified voters or 2% of the number of voters who voted in the previous annual election). Such nominating petitions shall be filed with the Clerk of the East Williston Union Free School District in her office at The Wheatley School, 11 Bacon Road, Old Westbury, New York between the hours of 9 00 a.m. and 5 00 p.m., prevailing time, provided however that petitions shall not be filed later than 5 00 p.m., prevailing time, on April 22, 2024. Such petition must state the name and residence of each signer, and must state the name and residence of the candidate and shall describe the specific vacancy for which the candidate is nominated, including at least the length of term of office and contain the name of the incumbent. Each vacancy upon the Board of Education shall be considered separate specific vacancies. A separate nominating petition is required to nominate a candidate to each separate office. A nominating petition may be rejected by the Board of Education if the candidate is ineligible for the office or declares his or her unwillingness to serve. AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board of Education in accordance with Section 2035 of the Education Law, any propositions or questions to be placed upon the voting machines shall be submitted in writing by petition subscribed by at least 250 qualified voters of the District and filed in the Business Office of the District Clerk between the hours of 9 00 a.m. and 4 00 p.m., prevailing time, not later than the 30th day preceding the meeting or election at which such question or proposition shall be voted upon, except that petitions that relate to those questions or propositions which must be included in the published or posted notice of the annual meeting, must be filed 60 days in advance of the annual meeting. This rule and such 60 day advance filing does not apply to those propositions or questions which the Board of Education has the authority by law to present at any annual or special election of the District. The Board of Education will not entertain any petition to place before the voters any proposition the purpose of which is not within the powers of the voters to determine, which is unlawful, any proposition which fails to include a specific appropriation where the expenditures of monies is required by the proposition, or where other valid reason exists for excluding the proposition for the ballot. AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required either pursuant to Section 2014 of the Education Law or pursuant to Article 5 of the Election Law. The Board of Registration of this school district shall meet in the lobby of The Wheatley School on Wednesday, March 27, 2024 from 8 00 a.m. to 12 00 noon., on Monday, April 15, 2024 from 2 00 p.m. to 6 00 p.m., and on Tuesday, May 14, 2024 from 4 00 p.m. to 8 00 p.m., prevailing time, for the purpose of preparing a register of the qualified voters of this district for said annual Budget Vote and Election, at which time any person shall be entitled to have his her name placed upon such registry provided that at such meeting the Board of Registration, he she is known, or proven to the satisfaction of the Board of Registration, to be then or thereafter entitled to vote at the annual Budget Vote and Election which such register is prepared. The request for the registration application may include the military voter’s preference for receipt of the registration application by either mail, fax or email. In such request, the military voter may indicate their preference for receiving the application by mail, fax or email. A military voter must return the original military ballot application by mail or in person to the Office of the District Clerk at 11 Bacon Road, Old Westbury, New York, 11568. In order for a military voter to be issued a military ballot, a valid military ballot application must be received in the office of the District Clerk no later than 5 00 pm on April 25, 2024. Military ballot applications received in accordance with the foregoing will be processed in the same manner as a non-military application under §2018-a of the Education Law. The application for a military ballot may include the military voter’s preference for receipt of the military ballot by mail, fax or email. AND FURTHER NOTICE IS HEREBY GIVEN, a military voter’s original military ballot must be returned by mail or in person to the office of the District Clerk at 11 Bacon Road, Old Westbury, New York, 11568. Military ballots shall be canvassed if they are received by the District Clerk before the close of polls on May 21, 2024 showing a cancellation mark of the United States Postal Service or a foreign country’s postal service, or showing a dated endorsement of receipt by another agency of the United States Government; or received not later than 5 00 p.m. on May 21, 2024 and signed and dated by the military voter and one witness thereto, with a date which is ascertained to be not later than the day before the election. AND FURTHER NOTICE IS HEREBY GIVEN, that applications for absentee ballots and early mail ballots will be obtainable during school business hours from the District Clerk beginning April 22, 2024. La Junta de Registros de este distrito escolar se reunirá en la recepción de The Wheatley School el miércoles 27 de marzo de 2024, entre las 8 00 a. m. y las 12 00 del mediodía, el lunes 15 de abril de 2024, entre las 2 00 p. m. y las 6 00 p. m., y el martes 14 de mayo de 2024, entre las 4 00 p. m. y las 8 00 p. m., hora en vigor, con el fin de preparar un registro de los votantes calificados de este distrito para dicha votación del presupuesto y elección anual, momento en el cual cualquier persona tendrá derecho a que su nombre se incluya en el registro, siempre y cuando se sepa o se demuestre, para satisfacción de la Junta de Registros, que dicha persona tiene, en ese momento o en adelante, derecho a votar en la votación del presupuesto y elección anual para la cual se prepara dicho registro. El pedido de la solicitud de registro puede incluir la preferencia del votante militar de recibir dicha solicitud por correo postal, fax o correo electrónico. De acuerdo con las secciones 2018-a y 2018-e de la Ley de Educación, las solicitudes completas de boletas electorales por ausencia y de boletas electorales por correo anticipado que estén completas no las puede recibir la Secretaria del Distrito antes del trigésimo (30.º) día anterior a la elección, es decir, el 22 de abril de 2024, y las debe recibir la Secretaria del Distrito a más tardar siete (7) días antes de la elección, es decir, el 14 de mayo de 2024, si se debe enviar la boleta electoral por correo al votante, o el día antes de la elección, es decir, el 20 de mayo de 2024, si se debe entregar la boleta electoral personalmente al votante o al agente nombrado en la solicitud de boleta electoral por ausencia o de boleta electoral por correo anticipado. Las boletas electorales por ausencia y por correo anticipado se deben recibir en la Secretaría del Distrito antes de las 5 00 p. m., hora en vigor, del martes 21 de mayo de 2024.
