NOTICE OF BUDGET HEARING, ANNUAL MEETING AND ELECTION MANHASSET UNION FREE SCHOOL DISTRICT TOWN OF NORTH HEMPSTEAD, COUNTY OF NASSAU, NEW YORK  NOTICE IS HEREBY GIVEN, that a Budget Hearing of the qualified voters of the Manhasset Union Free School District, Town of North Hempstead, New York, will be held at the Secondary School, 200 Memorial Place, Manhasset, New York, on Wednesday, May 9, 2023 at 7 30 p.m., (which can also be viewed via YouTube at the following link   https www.youtube.com user ManhassetSchools videos), for the transaction of business as authorized by the Education Law, including the following items   1. To present to the voters a detailed statement (proposed Budget) of the amount of money that will be required for the 2024-2025 fiscal year.  2. To discuss all the items hereafter set forth to be voted upon at the Budget Vote and Election to be held on Tuesday, May 21, 2024.  3. To transact other business as may appropriately come before the meeting, pursuant to the New York State Education Law.  FURTHER NOTICE IS HEREBY GIVEN, that said budget vote and annual election will be held from 7 00 a.m. to 9 00 p.m. at the Secondary School, 200 Memorial Place, Manhasset, New York on Tuesday, May 21, 2024, at which time the polls will be opened to vote by voting machine upon the following items   1. To elect two members to the Board of Education for a term of three (3) years beginning July 1, 2024, and ending June 30, 2027.  2. To vote on the appropriation of the necessary funds to meet the estimated expenditures of the District for the school year beginning July 1, 2024 (“Proposition 1”), which shall be presented in substantially the following form   RESOLVED, that the proposed budget of expenditures of the Manhasset Union Free School District of the Town of North Hempstead, County of Nassau, State of New York, for the fiscal year 2024-2025 be adopted and that the sum be raised through a levy upon the taxable property within the School District, after first deducting the monies available from State Aid and other sources, as provided by law.  FURTHER NOTICE IS HEREBY GIVEN, that petitions to nominate candidates for the office of member of the Board of Education must contain forty-nine (49) signatures of qualified voters of the District and must be filed in the District Clerk’s office, District Office Building, 200 Memorial Place, Manhasset, New York from 8 00 a.m. to 4 00 p.m. on days that school is in session, and not later than 5 00 p.m. on April 22, 2024. Please note that this year, school will be closed April 22, 2024 – April 30, 2024 due to Spring recess.  The District Clerk will be available on April 22, 2024, from 9 00 a.m. to 5 00 p.m. to accept nominating petitions, and on April 23, 2024 to determine the order of the names of the candidates duly nominated. The nominating petition must set forth the name and residence of the candidate and the name and residence of each signer. A nomination may be rejected by the Board of Education if the candidate is ineligible for office or declares his her unwillingness to serve. The candidate receiving the greatest number of votes shall be considered elected to office.  FURTHER NOTICE IS HEREBY GIVEN, that a copy of the proposed Budget and text of any proposition to be presented to the voters shall be made available upon request to residents of the School District, in the Business Office, 200 Memorial Place, Manhasset, New York, from 10 00 a.m. to 12 00 noon, and from 2 00 p.m. to 4 00 p.m., and at each school building within the District from 9 00 a.m. to 3 00 p.m., every day other than Saturday, Sunday or holiday and on the district website during the 14 days immediately preceding said election of May 21, 2024, and at such annual election.  FURTHER NOTICE IS HEREBY GIVEN, that pursuant to Section 495 of the Real Property Tax Law, the District is required to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how the total assessed value on the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted by the statutory authority, and show the cumulative impact of each type of exemption, the cumulative amount expected to be received as payments in lieu of taxes and the cumulative impact of all exemptions granted.  FURTHER NOTICE IS HEREBY GIVEN, that pursuant to Education Law 2014, personal registration of voters is required for the annual meeting and budget vote, and no person shall be entitled to vote at the annual election whose name does not appear on the register of the District. The names of those persons who have (a) registered to vote with the Nassau County Board of Elections and voted at least once in any local, state or national election within the last four calendar years, or (b) registered to vote with the District’s Board of Registration, or (c) permanently registered with the Nassau County Board of Elections, will be entitled to vote. Registration will be conducted from 8 00 a.m. to 4 00 p.m. on days when school is in session (school will be closed April 22 to April 30, 2023) in the District Clerk’s office up to and including May 15, 2024, through appointment only by contacting the District Clerk by telephone 516-267-7724, or email [email protected] pursuant to the District’s visitor policy. Absentee ballot applications will not be accepted by the District Clerk before April 22, 2024. Further, no absentee voter’s ballot shall be canvassed unless it has been received at the District Clerk’s office by 5 00 P.M. on the date of the election. A list of all persons to whom absentee ballots shall have been issued will be available during regular office hours in the District Clerk’s office on each of the five days prior to the day of the election, except Sunday, and on Saturday by appointment only.  FURTHER NOTICE IS HEREBY GIVEN, that applications for early mail ballots must be completed on a form prescribed by the New York State Board of Elections. Early mail ballot applications will not be accepted before April 22, 2024. Early mail voter’s ballots must be received in the District Clerk’s office not later than 5 00 p.m. on the day of the election to be canvassed. A list of all persons to whom early mail ballots have been issued will be available for inspection in the District Clerk’s office on each of the five days prior to the election during the hours of 8 00 a.m. – 4 00 p.m.  except Sunday, and on Saturday by appointment only.  FURTHER NOTICE IS HEREBY GIVEN, that pursuant to Education Law §2018-d, any person serving in the military, including spouses and dependents, may register to vote in the upcoming school district election. A military voter who is a qualified voter of the school district may obtain a registration form by contacting the District Clerk by telephone 516-267-7724, email [email protected] or mail District Clerk, Manhasset UFSD, 200 Memorial Place, Manhasset, NY 11030, or in person by appointment only due to the District’s visitor policy (during regular office hours of 8 00 a.m. – 4 00 p.m. School will be closed April 22- April 30, 2024 ). A military voter who is duly registered may apply for a military ballot by requesting an application from the District Clerk. Completed applications must be personally delivered or mailed to the District Clerk and received no later than 5 00 p.m. on April 25 2024.
