NOTICE OF PUBLIC BUDGET HEARING, BUDGET VOTE, AND BOARD TRUSTEE ELECTION MINEOLA UNION FREE SCHOOL DISTRICT TOWN OF NORTH HEMPSTEAD, COUNTY OF NASSAU, NEW YORK NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the Mineola Union Free School District, Town of North Hempstead, Nassau County, New York will be held on Thursday, May 5, 2022 ñ at 7:00 p.m. prevailing time, at the Willis Avenue School, located at 121 Jackson Avenue, Mineola, New York, for the presentation of the 2022-2023 budget document. AND FURTHER NOTICE IS HEREBY GIVEN that said vote and election will be held on Tuesday, May 17, 2022 between the hours of 6:00 a.m. and 9:00 p.m. prevailing time, at the following locations:†Election District #1 Polling Place: Jackson Avenue Elementary School, 300 Jackson Ave, Mineola, NY 11501 †All those portions of the School District which are located within the US Postal Service Zip Codes 11501 and 11040.†Election District #2  Polling Place: Meadow Drive Elementary School, 25 Meadow Dr, Albertson, NY 11507†All those portions of the School District which are located within the US Postal Service Zip Codes 11507, 11577 and 11596. If there are any questions concerning the election districts, a listing, by US Postal Service Zip Code, of streets, all or portions of which are located within the school district, is available in the Office of the District Clerk located at 121 Jackson Ave., Mineola, NY.† Each voter must vote in his/her assigned election district.†The polls will be opened to vote by optical scanning voting machine upon the following items:†1. To adopt the annual budget of the School District for the 2022-2023 school year and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District.†2. To elect one (1) member of the Board of Education for a three-year (3) term commencing July 1, 2022†and expiring on†June 30, 2025. †3. A proposition to create a Capital Reserve Fund as follows:†RESOLVED, that the Board of Education of the Mineola Union Free School District be authorized to establish, pursuant to Education Law Section 3651, a Capital Reserve Fund to be known as the ìMineola 2022 Capital Reserveî† in the ultimate amount of $20,000,000 plus interest earnings thereon having a probable term of 12 years, for the purpose of purchasing land and/or buildings and for the purpose of improvements, repairs, reconstruction, and renovation of and additions to School District buildings, facilities, property, and athletic fields, including but not limited to electrical systems, roofs, windows, gutters, doors, masonry, building systems (e.g. fire alarms, PA sound systems, boilers, heating, ventilation, air conditioning, air handling systems, moisture deterrents, backflow preventers), plumbing systems, kitchens, health and safety measures (e.g. security cameras, vestibules, electronic access), site work, drainage and irrigation systems, turf, bleachers, parking lots, stairs, sidewalks, pathways, fencing, electronic locks, site lighting, and/or other needs identified in the School Districtís current Five-Year Building Conditions Survey or identified in a future Five-Year Building Conditions Survey undertaken during the term of this capital reserve fund, which capital reserve fund shall be funded through budgetary appropriations, appropriations of undesignated fund balance, transfers when warranted and properly authorized from other reserve funds, revenues not required by law to be paid into any other fund or account.†Due to space constraints, this proposition may appear on the ballots of the voting machines used at such Annual District Meeting in substantially the following abbreviated form:†RESOLVED, that the Board of Education of the Mineola Union Free School District be authorized to establish, pursuant to Education Law Section 3651, a Capital Reserve Fund in the ultimate amount of $20,000,000 plus interest earnings thereon having a probable term of 12 years, for the purpose of purchasing land and/or buildings and for the purpose of improvements, repairs, reconstruction, and renovation of and additions to School District buildings, facilities, property, and athletic fields, which capital reserve fund shall be funded through budgetary appropriations, appropriations of undesignated fund balance, transfers when warranted and properly authorized from other reserve funds, revenues not required by law to be paid into any other fund or account. AND FURTHER NOTICE IS HEREBY GIVEN, that the election and budget vote shall be by machine or absentee ballot. The hours during which the polls shall be kept open shall be from 6:00 a.m. to 9:00 p.m. prevailing time or for as long thereafter as necessary to enable qualified voters who are in the polling place at 9:00 p.m. to cast their ballots. NOTICE IS FURTHER GIVEN that a copy of the detailed statement of the amount of money which will be required to fund the Districtís budget for the school year 2022-2023, exclusive of public monies, to be voted on at the Annual District Public Election and Vote to be held on May 17, 2022, will be available at the said Annual Election and, upon request, may be obtained by any resident of the District at each school house in the district in which school is maintained, during the hours of from 9:00 a.m. to 3:00 p.m. on each day other than a Saturday, Sunday or holiday during the fourteen (14) days immediately preceding the election.  NOTICE IS FURTHER GIVEN that pursuant to Section 495 of the Real Property Tax Law, the District is required to attach to its proposed budget an exemption report.† Said exemption report will be annexed to any tentative/preliminary budget, as well as the final adopted budget of which it will form a part; and shall be posted on District bulletin board(s) maintained for public notices, as well as on the Districtís website ñ www.mineola.k12.ny.us. NOTICE IS FURTHER GIVEN that candidates for the office of member of the Board of Education shall be nominated by petition directed to the District Clerk.† Each such petition shall be signed by at least twenty-five (25) qualified voters of the district, shall state the name and residence of the candidate and the name and residence of each signer, and must be filed between the hours of 9:00 a.m. and 5:00 p.m. in the Office of the District Clerk, 121 Jackson Avenue, Mineola, New York 11501, not later than the thirtieth (30th) day preceding the election at which the candidates so nominated are to be elected (April 18, 2022). Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated.† Nominating petitions may be obtained in the Office of the District Clerk.† The candidate(s) receiving the greatest number of votes shall be considered elected to office.† Where terms are of different length, the candidate receiving the highest number of votes shall be appointed to the longest term of office.† However, a nomination may be rejected by the Board of Education if the candidate is ineligible for the office or declares his unwillingness to serve.†NOTICE IS FURTHER GIVEN that applications for an absentee ballot must be received by the District Clerk no earlier than thirty (30) days before the Annual Election.† Applications for absentee ballots may be obtained during school business hours from the District Clerk beginning March 14, 2022 between the hours of 9:00 a.m. and 3:00 p.m. Completed applications must be received by the District Clerk at least seven (7) days before the election, if the ballot is to be mailed to the voter, or by the day before the election, if the ballot is to be delivered personally to the voter.† Upon receiving a timely application for a mailed absentee ballot, the District Clerk will mail the ballot to the address designated on the application by no later than six (6) days before the Annual Election. To be canvassed, absentee ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, on May 17, 2022.† A list of all persons to whom absentee ballots shall have been issued will be available for inspection to qualified voters of the District in the Office of the District Clerk during regular business hours until the day of the election. Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefor known to the Inspector of Election before the close of the polls.†REGISTRATION PLEASE TAKE FURTHER NOTICE that personal registration of voters is required either pursuant to Section 2014 of the Education Law or pursuant to Article 5 of the Election Law.† If a voter has heretofore registered pursuant to Section 2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he/she is eligible to vote at this Special Meeting; if a voter is registered and eligible to vote under Article 5 of the Election Law, he/she is also eligible to vote at this election. All other persons who wish to vote must register.††The Board of Registration of said school district will meet at the Willis Avenue School, located at 121 Jackson Avenue, Mineola, NY 11501, on Tuesday, May 3, 2022, from 4:00 p.m. to 8:00 p.m., for the purpose of preparing a register of the qualified voters, at which time any person shall be entitled to have his/her name placed upon such register, providing that at such meeting of the Board of Registration he/she is known or proven to the satisfaction of the Board of Registration, to be then or thereafter entitled to vote.† Registration is also permitted daily up to and including Thursday, May 12, 2022 in the Office of District Clerk during the hours of 11:00 a.m. and 3:00 p.m.  The Board of Registration shall also meet at the respective polling places on the date and during the hours of the aforesaid election for the purpose of preparing a register for meetings and elections held subsequent thereto.  The Register of the qualified voters will be filed in the Office of the District Clerk, where it shall be open for inspection by any qualified voter between the hours of 9:00 a.m. and 4:00 p.m. on each of the five days prior to the day of the election, except Sunday, except the hours shall be between 9:00 a.m. and 12:00 noon on Saturday; and also at each polling place during the hours of said election.†  PLEASE TAKE FURTHER NOTICE that Military voters who are not currently registered may apply to register as a qualified voter of the school district.† Military voters may apply to register to vote with the District Clerk in person at the Willis Avenue School, located at 121 Jackson Avenue, Mineola, NY 11501 or by calling that office at 516-237-2032 or by contacting the District Clerk via email at [email protected]. SE NOTIFICA ADEM¡S que los candidatos para el cargo de miembro del Consejo de EducaciÛn ser·n nominados mediante una peticiÛn dirigida al Secretario del Distrito. Cada peticiÛn contar· con la firma de un mÌnimo de veinticinco (25)votantes calificados del distrito, incluir· el nombre y la residencia del candidato y el nombre y la residencia de cada firmante, y debe ser presentada en el horario de 9:00 a.m. a 5:00 p.m. en la Oficina del Secretario del Distrito, 121 Jackson Avenue, Mineola, New York 11501, a m·s tardar en el trigÈsimo (30) dÌa antes de la elecciÛn en la que los candidatos nominados deben ser elegidos (18 de abril de 2022). Las vacantes del Consejo de EducaciÛn no se consideran cargos especÌficos por separado; los candidatos son electos en una elecciÛn general. Las peticiones de nominaciÛn no deben describir ninguna vacante especÌfica en el Consejo para la cual se nomina al candidato. Las peticiones de nominaciÛn se pueden obtener en la Oficina del Secretario del Distrito. El/los candidato(s) que recibe(n) la mayor cantidad de votos ser·(n) considerado(s) elegido(s) para el cargo. En los casos en los que los plazos sean de diferentes duraciones, el candidato que reciba la mayor cantidad de votos ser· designado para el cargo con el plazo m·s prolongado. Sin embargo, el Consejo de EducaciÛn puede rechazar una nominaciÛn si el candidato no puede ser elegido para el cargo o declara que no est· dispuesto a desempeÒarlo.†SE NOTIFICA ADEM¡S que el Secretario del Distrito debe recibir las solicitudes de votos en ausencia no antes de treinta (30) antes de la ElecciÛn Anual. Las solicitudes de votos en ausencia se pueden obtener durante el horario escolar solicit·ndoselas al Secretario del Distrito a partir del 14 de marzo de 2022 en el horario de 9:00 a.m. a 3:00 p.m. El Secretario del Distrito debe recibir las solicitudes de votos en ausencia con toda la informaciÛn por lo menos siete (7) dÌas antes de la elecciÛn, si la boleta electoral se enviar· por correo al votante, o el dÌa antes de la elecciÛn si la boleta electoral se entregar· en persona al votante. DespuÈs de recibir una solicitud de voto en ausencia por correo dentro de los plazos previstos, el Secretario del Distrito enviar· por correo la boleta electoral a la direcciÛn que se indica en la solicitud a m·s tardar seis (6) dÌas antes de la ElecciÛn Anual. Para ser tenidos en cuenta, el Secretario del Distrito debe recibir los votos en ausencia a m·s tardar a las 5:00 p.m. del horario en vigencia el 17 de mayo de 2022. Una lista de todas las personas a las que se les entregar·n votos en ausencia estar· disponible para su consulta por parte de los votantes calificados del Distrito en la Oficina del Secretario del Distrito durante el horario de atenciÛn normal hasta el dÌa de la elecciÛn. Todo votante calificado presente en el lugar de votaciÛn puede objetar la votaciÛn de la boleta electoral con fundamentos adecuados para su objeciÛn y los motivos de la misma ante el Inspector de la ElecciÛn antes del cierre de las urnas.†INSCRIPCI”N SE NOTIFICA ADEM¡S que es necesaria la inscripciÛn personal de los votantes de conformidad con la SecciÛn 2014 de la Ley de EducaciÛn o de conformidad con el ArtÌculo 5 de la Ley Electoral. Si un votante ya se inscribiÛ de conformidad con la SecciÛn 2014 de la Ley de EducaciÛn y votÛ en una asamblea anual o especial del distrito en los ˙ltimos cuatro (4) aÒos calendario, el mismo califica para votar en esta Asamblea Especial; si un votante se inscribiÛ y califica para votar conforme al ArtÌculo 5 de la Ley Electoral, el mismo tambiÈn califica para votar en esta elecciÛn. El Consejo de InscripciÛn de dicho distrito escolar se reunir· en la Escuela Willis Avenue, ubicada en 121 Jackson Avenue, Mineola, NY 11501, el martes 3 de mayo de 2022, de 4:00 p.m. a 8:00 p.m., con el objeto de crear un registro de los votantes calificados, y en dicha oportunidad toda persona tendr· derecho a que se incluya su nombre en dicho registro, siempre que el Consejo de InscripciÛn estÈ al tanto o que la misma le demuestre que tiene derecho o tendr· derecho a votar en dicha reuniÛn del Consejo de InscripciÛn. Los votantes militares pueden solicitar su inscripciÛn para votar ante el Secretario del Distrito en persona en la Escuela Willis Avenue, ubicada en 121 Jackson Avenue, Mineola, NY 11501, llamando a dicha oficina al telÈfono 516-237-2032, o comunic·ndose con el Secretario del Distrito por correo electrÛnico escribiendo a [email protected]. DespuÈs de una solicitud de votante militar de este tipo, el votante militar puede indicar su preferencia para recibir la solicitud de inscripciÛn por correo, facsÌmil o correo electrÛnico. La Oficina del Secretario del Distrito debe recibir dichas solicitudes de inscripciÛn a m·s tardar a las 5:00 p.m. el jueves 21 de abril de 2022. Todos los votantes militares tendr·n derecho a que se agregue su nombre al registro, siempre que el Secretario del Distrito estÈ al tanto o que los mismos le demuestren a su satisfacciÛn que tienen derecho o que tendr·n derecho a la condiciÛn de votante militar en la asamblea y elecciÛn anual para la cual se creÛ el registro. Un votante militar es un votante calificado del Estado de Nueva York que se encuentra en servicio militar concreto y que, por lo tanto, estar· ausente del Distrito en el que est· calificado para votar el dÌa de la inscripciÛn o de la elecciÛn o que es dado de baja de servicio militar en un plazo de 30 dÌas de una elecciÛn o un cÛnyuge, padre, madre, hijo/a o dependiente del votante militar si se trata de un votante calificado del Estado de Nueva York y un residente del mismo distrito escolar que el votante militar o personal militar que reside en una base militar dentro del distrito escolar en el Estado de Nueva York durante un perÌodo de 30 dÌas inmediatamente antes de la elecciÛn. †SE NOTIFICA ADEM¡S que, de conformidad con la Parte 122 de las Normas y Regulaciones del Comisionado de EducaciÛn, los votantes militares que son votantes calificados del distrito escolar pueden solicitar una boleta electoral militar. El Secretario del Distrito debe recibir las solicitudes de boleta electoral militar con toda la informaciÛn a m·s tardar a las 5:00 pm el 21 de abril de 2022. Se encontrar· disponible un registro de todas las personas a las que se emitieron boletas electorales militares en la Oficina del Secretario del Distrito durante el horario de atenciÛn normal hasta el dÌa de la elecciÛn y en los lugares de votaciÛn el dÌa de la votaciÛn.
